I'm not a conservative, and not a North Dakota native, but I will try and answer your question from the way I see things since I have moved to North Dakota.
North Dakota is an agricultural state, and has been for the past 100 years. That has been the predominant industry in this state. Not many factories or manufacturing jobs here. Now it seems that the family farms that have been the backbone of this state are disappearing as the big corporate sized farms are emerging and putting the small family farms out of business. Farm machinery is now made for farming thousands of acres of land. Farming is still the biggest industry in the state, but there are far less people needed to do it. So most of the kids that grow up out here, even if they grow up on a farm, will not be going into farming, themselves.
I have noticed that a large percentage of North Dakota kids go on to college, which is really admireable. But then they have to move on to other states in order to get a good job. As for the kids that don't go on to college, there isn't much here in the way of general labor or manufacturing jobs for them. And it's pretty hard to make a descent living working at Walmart or fast food restaurants. And that's about all there is for them.
So I guess until North Dakota can get some other kinds of industry out here besides farming, I think the kids will have to end up going elsewhere. The oil industy is producing a lot of good paying jobs for the time being, but these jobs probably won't be the long term answer. Reply...
There is nothing that can be done. People will enjoy their freedom of movement and go or stay, depending on their individual ambitions and aspirations. I would never try to make anyone stay here. Everyone needs to make their own decisions. Many leave and only return for weddings, funerals and reunions. Others leave and then return to stay. Some will stay and never leave.
