Higher ed reviews impact of Initiative 10

SIOUX FALLS, S.D. (AP) An analysis by the lawyer for South Dakota's public higher education system says a November ballot initiative that would bar public money for lobbying or campaigning could limit student organizations' activities.

James Shekleton's review concluded that the use of taxpayer money to run the universities means student organization activities would be covered by tighter campaigning and lobbying restrictions proposed by South Dakotans for Open and Clean Government under Inidiated Measure 10.

Supporters of the measure called Shekleton's review quoting now "the latest installment of the big money, big lie campaign" to keep the status quo.

Initiative 10 would prohibit using taxpayer money or government resources for lobbying or campaigning. It also would make changes in campaign donation laws and require a Web site giving details of state contracts.

Opponents have labeled it a gag law.
