Associated Press Bismarck, N.D. (AP) Former state budget director Rod Backman has been named the first Honorary Consul for Canada in North Dakota. A state Capitol reception is planned to recognize the appointment. Officials say Backman, of Bismarck, will work to improve the relationship between North Dakota and Canada, its No. 1 trading partner. Officials estimate their trade relationship was worth about $2.7 billion last year. Backman also will work with the Consulate General of Canada in Minneapolis, which has represented Canada in North Dakota and four other states.
